Addictions Foundation of Manitoba (AFM) youth services provides youth clients (12 to 18 years) with the information, skills and opportunities to successfully address their concerns about alcohol or other drug use or gambling involvement.

The Adolescent Parent Centre is a school for pregnant and parenting teens, with student ages ranging from 13 to 21 years. Babies may attend with their mothers up to the age of two years. Regular junior high courses are offered as well as senior high credit courses. Family Studies and Food and Nutrition are mandatory subjects. Young mothers and babies benefit from a secure environment while pursing the goal of high school graduation. The school offers continuous intake (registration is presently on Mondays).

The Adolescent Parent Interagency Network (APIN) is a loose network of agencies and professionals in Manitoba who meet monthly with the goal of ensuring high quality services to pregnant and parenting adolescents. Through these monthly presentations, the Network facilitates the sharing of information related to existing services and resources, and current topics of interest.
APIN produces a newsletter (APIN Network News) six times per year and also hosts an annual conference for professionals and a separate day of activities for adolescent parents.
Members of APIN are linked together because of a common concern for the challenges facing pregnant and parenting adolescents. They work in diverse settings such as social work, nursing, teaching, mentoring, and counselling. Anyone who works with adolescent parents is welcome to participate at no charge. The Adolescent Parent Support Project of Ma Mawi Wi Chi Itata Centre is a residential learning program that supports young mothers in their journey toward healthy parenting and independent futures. Argyle Alternative High School provides educational programming for students who are 16 years of age and over, and who find that their local community high schools program or environment does not meet their needs. Students often choose Argyle for its personalized atmosphere and individualized programming. Argyle has approximately 200 students in grades S2-S4 (10-12), which gives it a family atmosphere and allows for personalized attention to each and every student.
The infant lab is situated in the recent addition to Argyle Alternative High School. The infant lab is for children ages two months to two years. It is complete with a washroom, a kitchen (with new appliances), tables for lunchtime, and a storage closet with a washer, dryer and dishwasher. The play area has a new sofa, recliner chair, glider, two playpens and baby toys galore. The labs sleep room is a separate room and has six cribs for the babies during their naps.

The Attachment Network is comprised of representatives from health and social service agencies interested in promoting and enhancing secure attachment in children. This is accomplished by sharing knowledge of best practices, promoting attachment-based interventions, and by fostering a coordinated approach of attachment-based services and training within Manitoba.

The Behavioural Health Foundation Inc. (formerly the St. Norbert Foundation Inc.) provides long-term residential programming for men, women, teens and family units experiencing a variety of addiction problems. The program is designed to offer graduated opportunities for equipping a person with the vocational, intellectual and communicative skills necessary for successful reintegration into society. The Canada Child Tax Benefit (CCTB) represents the Government of Canadas contribution to the National Child Benefit. It is a non-taxable amount paid monthly to help eligible families with the cost of raising children under the age of 18. The program is administered by Canada Revenue Agency.

Career Trek is a not-for-profit organization that provides innovative educational programming for young people with perceived barriers to entering post-secondary education. Restructuring of the child and family services system in Manitoba has been underway since 2000 and was precipitated by the Aboriginal Justice Inquiry Child Welfare Initiative (AJI-CWI). This initiative examined ways to address the child welfare recommendations of the AJI Report. In 2003, the new Child and Family Services Authorities Act created four new authorities: the Metis Child and Family Services Authority; the First Nations of Northern Manitoba Child and Family Services Authority; the First Nations of Southern Manitoba Child and Family Services Authority; and the General Child and Family Services Authority. There are 18 agencies throughout Manitoba that deliver services on behalf of the four authorities. Transitions within the child and family services system are ongoing.

The Subsidy Eligibility Estimator is accessible online at www.gov.mb.ca/childcare. Subsidies are based on a sliding scale determined by family income, family composition and the cost of care. Parents may be assessed for a full or a partial subsidy. Approved subsidy payments are made on behalf of eligible parents to the licensed child care facility in which the child is enrolled. In addition to the subsidy provided, a facility may charge parents up to $2.40 per day, per child, which is not covered by subsidy.

The Child Guidance Clinic is a school-based support agency that provides clinical services to students, parents and teachers in Winnipeg School Division No. 1, as well as River East and Louis Riel School Divisions. The Children of the Earth High School is dedicated to educational programming for Aboriginal students. In addition to the regular high school subjects, Children of the Earth offers cultural programs, native languages, and cultural arts (drama/arts).
The Infant Lab Program at Children of the Earth High School allows adolescent parents to complete their high school credits while their children receive quality care on-site. An after-hours teen drop-in health clinic is held one day per week at Elmwood High School. The Elmwood Teen Clinic provides medical care, counselling, support and health information. Use of the services is voluntary, confidential and nonjudgmental. On-site services include access to a physician and nurse. All services are free of charge and open to males and females 20 years of age and younger in the Elmwood/River East area. The clinic also provides services to teen parents and their children.
Health services offered include medical examinations, general health care, prenatal and postnatal care, follow-up care and referrals, written resources, birth control, pregnancy tests, STI testing (including HIV), pap tests, and pregnancy counselling. Counselling services cover nutrition, lifestyle, unplanned pregnancy, HIV pre-tests, and referrals.

Employment and Income Assistance (EIA) is a provincial program of last resort for people who need help to meet basic personal and family needs. Wherever possible, the program is aimed at helping people find a job or get back to work. All Manitobans who are in financial need and meet the conditions of the program may receive assistance.
Eligibility for income assistance is determined by a test of need. The total financial resources of the household are compared to the total cost of basic necessities as defined in The Employment and Income Assistance Act and Regulation. Applicants must be in financial need for the monthly cost of basic needs, some medical costs, and housing and utilities. Healthy Child Manitoba recently combined the Baby First and Early Start programs into a new program called Families First. Families First offers home visiting supports at no cost to families with children, from pregnancy to school entry. The program is delivered across the province by community public health. First, a public health nurse will visit with the parent or prospective parent to talk about her family. Together they decide what community resources would be best. Home visiting may be one of the options available, in which a home visitor will meet with the parent and family on a regular basis for up to three years. The home visitor supports the parent in building a strong relationship with her child and family, while sharing information and suggesting activities to help her child grow up healthy and happy.

Healthy Start for Mom & Me offers informal and friendly prenatal and postnatal (babies to one year) drop-ins at eight community sites in Winnipeg. Babysitting, healthy snacks, playtime with babies, videos and activities, and milk coupons for pregnant girls and women are offered in this nutrition and family health outreach initiative to low-income individuals.

Heritage Park Childrens Programs offers a balance of educational, parenting and social supports in the community. Heritage Park has family resource and child care centres at two sites: Heritage School and Jameswood School.
Programs fall into five main categories: basic needs (clothing depot, emergency food cupboard, sewing circle), health/nutrition (Beyond Expectations, community kitchen, Great Expectations - Healthy Baby program), literacy (ABCs, Focus on Books, Mother Goose, Rhyme Thyme, Rock'n'Read), education (Nobody's Perfect, Parenting Challenging Children), and community capacity (coffee and conversation, Mom and Me Swim, mom's support group, walking club). Honouring the Spirit of Our Little Sisters is a residential facility for female and transgendered youth ages 13 to 17 who are currently being subjected to and at risk for continued sexual exploitation. Young women benefit from comprehensive, holistic programming that fosters a safe, welcoming and respectful environment. This includes the provision of family group decision-making, cultural opportunities, education, employment, training, mentoring, life skills, and volunteerism. Ikwe Widdjiitiwin is one of ten provincially funded shelters for abused women in Manitoba. The addresses of these shelters are confidential for personal safety. No money is required to go to a shelter. None of them take pets. All shelters have crisis lines where a peer counsellor is available 24 hours a day.

The Indian and Metis Friendship Centre of Winnipeg Inc. provides programs and services including a solvent abuse prevention program, information and referral, an evening program for recreation and social activities for ages 7 to 24 (with an emphasis on those under 13 years who live in the Lord Selkirk Park neighbourhood), an after-school developmental program (Child-to-Child) for 12 and 13 year olds that operates two days per week, special events, bingo, food bank (twice weekly), a youth nutrition program and hall rentals.

The Interagency FAS (Fetal Alcohol Syndrome) Program provides services to birth, foster and adoptive families in Winnipeg with children (six year and under) who have been prenatally exposed to alcohol/drugs. They work with families to increase their knowledge of FASD to promote healthy child development and with day cares and schools to increase their understanding of alcohol-related disabilities. Home-based counselling services provide support, advocacy and an awareness of community resources for families. Involvement is voluntary and offered at no cost. Referrals come from community services, the diagnostic clinic and families themselves. Program staff also give presentations to community agencies.

Janes Clinic is a not-for-profit clinic that provides abortion and birth control counselling. The clinic provides abortion services from 5 to 16 weeks of pregnancy in a safe, supportive and comfortable environment. Janes is fully funded by the Winnipeg Regional Health Authority. KLINIC offers counselling services, as well as suicide and crisis intervention. Sexual assault, family violence, sexual abuse and sexual harassment are some of the issues dealt with in counselling. Primary health services include obstetrics, pediatrics and counselling. Family planning and birth control, nutrition and dietitian services, prenatal education and other education services are also provided. Free birth control may be provided on the basis of need.
A drop-in counselling services is now also available in a variety of communities in Winnipeg. This free service for youth (13+), men, women and seniors is on a first-come, first-seen basis.
Teen Clinic - The drop-in teen health clinic offers STD, HIV and pregnancy testing, birth control emergency contraception and referrals. Knowles Centre is an accredited community treatment resource for emotionally and behaviourally troubled children and adolescents and their families. The Centre offers group home treatment, day treatment and sexual abuse treatment.
The Group Home Program provides individual, family and group treatment within the group home, the on-site school and the community. The Day Treatment Program provides individualized academic programming, while supporting students within their home and community. The Sexual Abuse Treatment Program provides individual and family treatment to victims and their non-offending family members. Group counselling is also provided, when appropriate. Other services include: a traditional Aboriginal cultural program, recreational programming, outdoor education at the Big Whiteshell Lake, and a family suite.

Legal Aid Manitoba may provide the services of a lawyer for a small fee, or without charge, depending upon the income of the client. This legal aid service may be used for separation and divorce, including any legal steps such as obtaining restraining orders, child custody, maintenance payments, and child protection.
